Frances E. Starks 


Frances has a long history of work experience in education beginning as a science teacher in 1973 in Chicago. Her career led her to teach in Chicago and several suburban school districts before she became a principal within the southern suburbs. Upon retirement in 2002, she began working as a comprehensive “In School Turning Points Coach” for the Association of Illinois Middle Schools, and a coach for Schools in Crisis through the state Board of Education, in addition to  supervising student teachers at National-Louis University.

She has worked with a Regional ISC to monitor school improvement plans in crisis schools,  and has served as an adjunct staff member at National- Louis University. Currently she serves as a Mentor Principal in addition to being a Staff Development Facilitator with SLI.  She is a former Elected Trustee for the Matteson Public Library .She is currently on the Board of Directors of  the Girl Scouts of Cook County.

Frances has received awards as a Master Teacher from the State Of Illinois and Outstanding Principal from the Illinois Principals Association.

Frances received her B.S. in Biology from Chicago State University in 1973, and then earned an M.A. in Education from Governor State University in 1986. She received her Type 75 Administrative Certificate in 1987.

Frances joined SLI in 2004 as a Professional Development Facilitator.
